In June 2025, Microsoft introduced Flex Routing — a quiet operational change permitting EU workloads to be routed through US, Canadian, and Australian regions when capacity demands. The European data-residency guarantee, central to a decade of GDPR compliance posture, dissolved in the same month the EU AI Act entered application.
